In hindsight, I should have checked the tire more carefully, he spoke very nicely and assured me that the tire wasn’t a recap tire but it definitely was. He charged me 300 dollars for a tire (including labor) and no road side service since I went to his shop. I uploaded an attached video so you can see for yourself.
